Office of Personal Responsibility

The Office of Professional Responsibility (OPR) upholds the agency’s standards for integrity and professionalism. As a key part of that responsibility, San Juan OPR investigates allegations of misconduct involving employees of the San Juan Police Department.

San Juan (OPR) investigates misconduct allegations based upon the following criteria:

  • Allegations that, if true, would constitute violations of the San Juan Police Department City Employee Manual, Civil Service Statutes and state or federal criminal law; or
  • Allegations of misconduct that, if true, would jeopardize or undermine the agency’s ability to perform its mission.

In cases of potential misconduct, San Juan (OPR) prepares reports of its investigations for possible disciplinary actions and/or management action. San Juan (OPR) also conduct audits and inspections of the department divisions and their personnel to ensure that all policies and procedures are adhere to.

CITIZEN COMPLAINT

If I as a citizen have a complaint against an officer and/or employee what would I need to do?

If you wish to make a complaint against an officer and/or employee you can contact us by phone, mail or in person. All complaints will be heard and evaluated. If you wish to make a complaint in person and speak to a supervisor, you will be referred to the most available supervisor (SGT.) or Officer In-Charge (O.I.C.). If there is not a Sgt. or O.I.C. on duty your complaint will be referred to the Lieutenant. The cooperation of the complainant is important and desired but it is not mandatory.

All complainants will be contacted formally to follow-up on their concerns. We will make every effort to resolve citizen complaints within 30 days of filing. This agency will offer our citizens an option of having their complaint involving allegations of misconduct by a police employee to be mediated rather than investigated in the normal manner. The Police Department’s Office of Professional Responsibility will designate which specific complaints can be offered to be resolved through mediation.

Animal Control Division

If you’ve lost your pet and suspect it was picked up in error, we typically transport animals to the Weslaco Animal Care Services in Weslaco.

Communications Division

The SJPD Dispatch Center is a Primary Public Safety Answering Point (PSAP) for 9-1-1 emergency services, dispatching San Juan Police Officers, Firefighter, and coordinating with the LRGVDC Regional 9-1-1 Communications Center for Fire and Ambulance response, as well as other outside agency mutual aid services. All Dispatchers are T.C.O.L.E. Certified through the Texas Commission on Law Enforcement Officer Standards and Education, a statewide organization established by the legislature to set standards for Texas law enforcement personnel.

Crime Victims Division

The Texas Crime Victims’ Compensation Fund helps victims and their families when they have no other means of paying for the financial cost of crime.

Criminal Investigation Division

The Criminal Investigation Division detectives primarily investigate Misdemeanor and Felony-level crimes and provide criminal investigative support to the Patrol Division. CID conducts a broad spectrum of criminal investigations to include deaths, sexual assault, armed robbery, burglaries, assaults, kidnappings, fraud, and computer crimes.

CID searches out the full facts of a situation, organizes the facts into a logical summary of investigative data, and presents this data to the Hidalgo County District Attorney’s Office.

Special Investigative Officers

The Special Investigative Officers works in conjunction with other specialized officers that are assigned to the Drug Enforcement Administration, FBI, US Marshals Service, Immigration and Customs Enforcement, ATF, Texas Attorney Generals Office, US Customs & Border Protection, TX DPS and other local, country, state and federal agencies. The department’s  SIU squad serves all communities in the PSJA  area  as well as within MOU cities. They also work in cooperation with youth agencies and conduct presentations on drug awareness and education seminars.

Patrol Division

The San Juan Police Department Patrol Officers are the first elements of intervention in most law enforcement activities.  They respond to all calls for service and are responsible for original offense reports and field investigations.  Patrol Officers are also expected to enforce the laws of the State of Texas and Municipal ordinances.

Records Division

The Records Division serves as the central repository for all police reports and related records. Records produce a monthly statistical report, which is sent to the FBI for tracking crime. Citizens wishing to obtain a copy of a police report may request one in person or by mail.

To process a request, please download the Public Information Request Form and provide a report number (if available), date, time, and location of the incident, or name(s) of the person(s) involved.

Requests for copies may take 10 days or more to process, depending on the nature of the incident and if the case is still under investigation.

All Public Information Requests Forms must be done online or through San Juan City Hall.

The City of San Juan participates with the Texas Crash Records Information System (C.R.I.S.). Our accident reports are uploaded to this system.

You may request a copy of an accident report online by using the Crash Report Online Purchase System from the Texas Department of Transportation (TxDOT).

You may also request a copy of an accident report in person at the San Juan Police South Side Station located at 301 E. Ridge Road.

Services may be paid by cash/check/money order.  Make check/money order payable to the City of San Juan.

LEERRT

LEERRT

The San Juan Law Enforcement Emergency Regional Response Team (LEERRT) was created through a Homeland Security Grant awarded to San Juan Police Department in 2010 through the approval of the Homeland Security Advisory Committee managed by the Lower Rio Grande Valley Development Council.

Law Enforcement Emergency Reginal Response Team (LEERRT) was established in 2010 and currently serves as the regional response SWAT team during critical response incidents across the Rio Grande Valley from Sullivan City, Texas to South Padre Island, Texas, and also assists felony warrant operations with our federal partners.

The LEERRT is the first border regional tactical unit composed of 24 local law enforcement agencies created to respond to tactical operations across Hidalgo, Cameron, Starr, Willacy, Brooks and Jim Wells Counties.

All training and support provided by the San Juan Law Enforcement Emergency Regional Response Team (LEERRT) is in compliance with the national swat standards developed by the National Tactical Officers Association. The (LEERRT) is also a member of the Texas Tactical Police Officer’s Association and the National Tactical Officer’s Association.

The San Juan Law Enforcement Emergency Regional Response Team was created in 2009 through a Homeland Security Grant awarded to San Juan Police Department. Its functions and responsibilities are to provide Specialized Emergency Response Services to Multi-Agencies that are part of the LEERRT team.

The team has 32 members from 24 different Law Enforcement Agencies from Hidalgo and Cameron Counties. The LEERRT is a nationally recognized emergency response team and has provided specialized training to hundreds of police officers in the region. San Juan LEERRT is the primary SWAT team for each participating agency and is under the command of the Police Chief requesting the assistance.
